CAR advance still faces obstacles

Despite all the positive promises, the national adoption of the Rural Environmental Registry (CAR) did not come smoothly. The beginning of registration also has some bottlenecks, especially technological.

This is because, long before the Forest Code to be adopted, some States that had already adopted their own registration systems – such as Pará, in a pioneering work of The Nature Conservancy in partnership with Cargill, which inspired the federal model. But the data stream for the platform to federal state is sometimes truncated.

Approximately R $ 450 million was allocated to the states for adoption or adaptation of the form of software that talked with Sychar, the federal registration system. According to him, a new module will be introduced to the system with additional information about quilombo areas and employment data analogous to slavery, going beyond mere landscape management.
The CAR determines that environmental regulation is made in the period up to 20 years. The deadline is already running, but there is still another problem. So that compensation advance is necessary that the states establish their own settlement plans, indicating the producer the priority areas for planting as the peculiarity of each region. An estate of São Paulo located in the Atlantic Forest, for example, could make its legal reserve in Alagoas, also of the same biome, since the two states have such agreements. But that has not happened yet.
